Unity is a shell. It is an alternative to gnome pannel.

A shell main purpose is to launch applications, and switch between
running applications.

     fast and easy to access preferred applications, such as the
     browser, while removing screen elements that are rarely used in
     mobile and netbook computing."

This quote confirms my suspension that small devices continue to be the
design focus, and so I'm expecting that there will be some issues when
using it with large, multi monitor desktops.
