Amd calls it cool and quiet,
Intel called it speed step at a time...not sure about now.

You can also check for anything about throttle

II have found my systems to be much more responsive to sudden increases 
in load after this


I also set my minimum fan speed to the highest permitted...just to keep 
things cool.

The greyed out screens Ubuntu give is the same as the "Not Responding" 
message Windows gives.
