[Bug 305282] [NEW] VICE package info reports no ROMs included, but .deb has them

According to apt-cache:
This package does not contain the various ROM images needed to
actually use the emulators; they are available separately from other
locations (see the README.ROMs file). A corporation in the
Netherlands called Tulip holds the copyrights to the ROM images, and
redistribution is not permitted, but VICE itself is unencumbered.
Yet, if one does 'apt-get install vice', all of the emulated machines
include ROM images. If the ROMs are under current valid copyright, they
should not be in the package.
NOTE: Debian includes these ROMs with its own .deb, so is it okay to
leave them in Ubuntu as well?
