The 60 second delay is there to ensure that if the user selects shutdown
and leaves their machine without noticing the dialog, that the machine
eventually shuts down rather than staying powered. The dialog is there
in the first place because it is easy to select shutdown by accident,
and shutdown is an action that can lose you work.

As already pointed out, you can disable the dialog.
