Hi Matthew

The reason the comma commands don't work is because the default local
leader in Debian/Ubuntu's VIM is "\", not ",," as the vimoutliner docs
seem to assume.

Hope this helps. Perhaps a separate issue should be filed regarding the
vimoutliner docs.

By the way, neither of these issues is the same as #183810 - that bug is
related to activation of the plugin, which should be done using the vim-
addons command.
