This can be avoided as described here upstream:
http://www.proftpd.org/docs/howto/Timestamps.html
Please make this line:
SetEnv TZ :/etc/localtime
part of the default config for proftpd on Ubuntu as it drives proper
behavior from glibc, proftpd, and chroot.
Technically TZ should be exported in some other config or init script,
but this is a good workaround.
