OK, I found a bug in the WineHQ bugtracker describing this problem:-

It appears that some people are saying that certain kernels, or kernel
compilation settings are having an impact on if this works or not.  I'd
place this relatively squarely in the wine development camp, but it's
very strange.

There's a curious workaround too, this is what happens normally:-

http://www.fsck.co.uk/Bugs/eve-wine.ogv

This is what happens if you bring CPU load to 100% before starting the
app:-

http://www.fsck.co.uk/Bugs/eve-wine_load.ogv
