I suggest that you take a look at the following bug report:

In short, Tor was removed because no one wanted to maintain the package
in Ubuntu. The result was that Ubuntu shipped old versions of Tor with
many known security problems.

The Tor Project have set up their own package repository where one can
fetch packages for hardy, intrepid, jaunty and karmic. Please see
