It's dead easy to do from the command line.  

However I'm a little confused by your message.  "I'm trying to install
a .deb file", have you actually got this file on your system or is it
a file "out on the internet"?

If you already have the file on your system I don't really understand
why 'software' is asking for an internet connection, it can only know
if it *might* need to download some dependencies once it has got the
original .deb file.


Whatever, if you do have the file on your system already, then at the
command line:-

    sudo dpkg -i <name of .deb file>

<name of .deb file> should include the ".deb".
