[xubuntu-users] Installing a .deb file

I'm trying to install a .deb file and "software" is the default 
application to do this. The problem is that I neither install nor get 
updates with "software" because I'm on a metered connection which is my 
only connection to the Internet.

A pop-up message box tells me to edit my network settings but pressing 
the "Open Network Settings" does nothing. I cannot find a network 
setting that will allow me to use my metered connection. How do I proceed?
