I doubt that your bug report has been seen by anyone that can help as
you filed your bug report against the Ubuntu project but failed to
assign a package.

I'm moving this to 'subiquity', the installer fir Ubuntu Server, so that
the relevant developers can further assess the issue that you reported.

Title:
  Incorrect cpu frequency for i3-13100

Status in subiquity package in Ubuntu:
  New

Bug description:
  On Ubuntu Server 25.04 the cpu frequency for the i3-13100 is
  incorrectly showing max frequency of 5800 MHz when it should be 4500
  MHz.Frequency was correct with Noble 24.04 and 24.10. Command used is
  lscpu. Cpu is not overclocked.
