I found the factor of thie issue.
It's external-drivers-acpi-ec_disable-burst.dpatch.

This patch was removed since linux-source-2.6.12-9.14.

The kernel is applied external-drivers-acpi-ec_disable-burst.dpatch that I
created works fine on shutdown.

Can you this patch make available?
