a) I don't see why not, if it's the first step in bringing us together.
We can submit patches together with the first report if we have them
attached already. There's something to be said about comment syncing
between instances, but I don't have the answer for that yet.
b) I already agreed that the wording needs to change; perhaps your
suggestion is appropriate when we have the upstream bug filing feature.
Doing this would require being careful but would definitely add value.
