We haven't implemented anything like that in Launchpad yet, but we're 
planning to do so eventually.

I'm not sure I understand this. Do you mean that you want to do Ubuntu 
translations while using Windows?

When a term is not supposed to be translated, the developer should say 
so in a comment in the code. Launchpad shows these comments right next 
to the strings they apply to.

(Sometimes there are other general rules for translating particular 
software, such as "don't translate any of the XML tags".)
