Launchpad etiquette document/code of conduct

In the spirit of going back to the original idea, which was
"simplicity", I'd like to propose a few quick items:

 * Give the user a general idea that whatever he/she does affects other users
 * Give one or two specific examples
 * Give clear directions on which teams to contact in case of doubt,
bug triaging team, translation team, etc (this might be more
Ubuntu-specific)
 * Give a general idea on the CoC and a link

I don't mean to disregard all the discussion that has been going on, I
just feel it drifted away a bit.
