While gmail doesn't have instructions specific to Evolution, they do
have generic instructions on how to setup an email client:

I would bet Rogers is blocking port 25 when sending emails via smtp.
Make sure you have the correct enscription settings and like the
instructions say, use port 465 or 487. I don't use Evolution, so
cannot be more specific here on the actual menus to look at it to do
that.
