Can't help you with that one, other than to suggest you check that the
new modem is in fact sharing the USB drive; it may be something you
have to enable.

"Connection refused" means one of two things. Either there is no server
listening on that port, or a packet filter is rejecting (not just
dropping) your connection attempts. Either or both of those can also
happen if the address you are connecting to is not the device you
expect. I suggest you try connecting to the correct IP address directly
to exclude that possibility. Are you sure that the RPi has ssh on port
22?

Not for ssh, no. The default ssh port is 22. If you think that ssh on
the RPi may have been configured to use port 80 instead (which would be
weird, but not technically wrong), try "ssh -p 80 
phil at raspberrypi.local".

And (just for completeness) is the new modem between you and the Rpi?
It's not clear what you mean by "I tried my wireless modem and ssh
works as normal". Do you mean you substituted the wireless modem for
the new TP-Link modem and were then able to contact the RPi, or that
you were able to connect to your wireless modem via ssh without
changing anything?
