Forgive my ignorance... Is "Open as Root" enabled in preferences?
Also see this thread on Linux Mint forums, which may be discussing a

The main complaint for the OP is shown below. It is not clear if you
have the same symptoms.
But on my system, the window with elevated privileges does not open as
a window where files can be selected. It is stuck as an icon in the
system tray.
And Policy Kit (PolKit) probably has a hand in this. But it is not
clear to me how at the moment.
