Message that seems off.

For a couple of days now, I keep getting the attached message. The message
just seems off. It will appear for a short while and then disappear if I
don't take action. It doesn't usually stay on screen for a very long time,
but this time, I was ready for it and it stayed on screen long enough for
me to take this screenshot.

Should I follow its instructions?
