Yes. The N in NUT stands for network. Read its manual. It can do
anything.

NAFC, but I'm sure you can get NUT to compile on Windows, or you can
remotely shut the windows box down from a Linux one.

There's also apcupsd for APC UPSs and some dumb UPSs. It's less insanely
configurable, but easier to get up and running.
